docs: fetch the scipy intersphinx inventory from a CDN-backed mirror (#319)

As of late, the documentation builds have failed on several occasions
purely because of timeouts when fetching the intersphinx mapping
inventories - specifically the one of scipy. A workaround was suggested
[1] to fetch from their static page, which this commit adopts.

Fetching only the *inventory* from there is the important detail:
`static.scipy.org` serves nothing but `objects.inv` (all of its HTML
404s), and intersphinx builds link hrefs from the target URI rather than
from the inventory location. Pointing the target at the mirror would
therefore turn every scipy cross-reference into a dead link. So the
target stays on `docs.scipy.org`, which serves the actual pages, and
only the inventory comes from the mirror. The trailing `None` keeps the
canonical location as a fallback; it has to stay second, because
locations are tried in order and the first success wins.

Also bound the fetch with `intersphinx_timeout`. This does not turn a
failing build green - under `-W` an unreachable inventory is fatal
either way - but it makes the failure fast and legible instead of
letting one hung socket consume the CI job's entire 30-minute budget,
and it caps the cost of the fallback above.

Only scipy needs this. The other eight inventories all sit behind a CDN
and fetch in well under half a second, and they each serve their own
HTML alongside `objects.inv`, so `None` remains correct for them.
