fix: let Windows see the iOS head, so Hot Restart can deploy to a device (#7)

TargetFrameworks excluded net10.0-ios on anything but macOS, on the
reasoning that only a Mac can build an iOS head. That is true of the
.app bundle and false of everything else, and it closed the one route
from a Windows machine to an iPhone: with no iOS TFM in the project,
Visual Studio could not offer iOS Hot Restart at all.

The line is Linux now, which genuinely has no maui-ios workload. The
cost is that a bare dotnet build on Windows builds both heads; pass
LinkAndroidOnly for the Android loop, as /kick and the README's build
command already do.

README gains what Hot Restart needs and what it costs -- Debug only, a
signature that expires after 7 days on a free Apple ID, and no push,
because APNs keys need a paid membership.
