refactor(scss)!: drop the !important the layer order already settles (#1089)

The sidebar's display-toggle classes (.d-narrow-none,
.d-sidebar-narrow(-none), .d-sidebar-narrow-unfoldable(-none),
.sidebar-brand-full/-narrow) are utilities in all but placement, so
they move from the components layer into @layer utilities, where the
cascade order does what !important did. The rating's active item drops
an !important that fought nothing (the only other opacity in the file
sits on the container). .header-toggler.prevent-hide is removed: the
hide rule it overrode is gone and nothing sets the class.
