feat(colors): generate the gray ramp (#1071)

`$gray-025` … `$gray-975` were thirteen hand-picked values, so the neutrals
followed a different step function from every hue — which is what made the
scales read inconsistently next to each other. `gray` is a palette colour now:
one `$gray` base through the same generator, thirteen stops out.

Carrying the ramp needs stops the tint and shade maps did not have, so
`$color-tints` and `$color-shades` gain `025`, `050`, `950` and `975` — every
colour now has the full thirteen — and their percentages move to the curve the
gray ramp used. That curve is deliberately dense at the light end, where
surfaces and borders live, so the light stops of every hue get much lighter:
`-400` moves 80 per RGB channel, `-300` 57, `-200` 38, `-100` 19. The dark side
moves 6 to 42.

The grays themselves barely move — one rounding step at 200/300/400, up to 12
at 600, where the hand-picked ramp was more chromatic than a single base can
be. The Sass variables stay, derived from the base, because the docs engine and
the two places that need a real colour rather than a token still read them.

The Bootstrap theme keeps its own hand-picked ramp by overriding the generated
tokens; 950 and 975, which Bootstrap has no counterpart for, are generated.
