fix(address-space): a write withheld by UserAccessLevel returns BadUserAccessDenied

A variable can have write allowed by its AccessLevel but withheld from the
current user by UserAccessLevel. That is an access decision and must return
BadUserAccessDenied, not BadWriteNotSupported (which claims writing to the
node is not supported at all).
