Replace the edited-sheet 409 with a response warning

Re-extract over a hand-edited sheet now proceeds and the response says
'the sheet had manual edits; this extraction replaced them' - in
practice re-extract is always intentional and the refusal read as an
error, not protection. Drops SheetEditedError, the force query param,
and the GUI confirm/retry; the GUI shows warnings next to sheet issues.
