fix: correct accidentally-released gen1/gen2 versions (1.12.3, 2.0.0-beta.3) (#6708)

* fix(1st-gen): bump gen1 packages to 1.12.3

1.12.3 was accidentally released and deprecated on npm. Bumps every
1st-gen package.json (fixed group) and the internal
@spectrum-web-components/* dependency pins to 1.12.3 so the next real
release computes as 1.12.4, and regenerates version.ts to match.

* fix(2nd-gen): bump linked gen2 packages to 2.0.0-beta.3

Bumps @adobe/spectrum-wc and @adobe/spectrum-wc-core (linked group)
from 2.0.0-beta.2 to 2.0.0-beta.3, updates the exact-pinned dependency
on core in both swc and icons, and regenerates version.ts to match.
@adobe/spectrum-wc-icons' own version is untouched - swc depends on it
via workspace:*, no coupling required.
