Fix null license crash and log full exception details (#249)

GitHubLicenseFetcher.ReadSpdxIdentifier threw when GitHub's repo API returned "license": null (e.g. for Microsoft.DotNet.PlatformAbstractions), crashing the entire scan with 'requires an element of type Object, but the target element has type Null'. Guard against a non-object license element before reading spdx_id.

Also configure Spectre.Console.Cli's exception handler to log the full exception (including stack trace and inner exceptions) instead of only printing the message, so future failures are easier to diagnose.
