Call setup_logging() so pipeline library logs actually reach stdout

hdx.scraper.ophi.__main__ calls this at import time; dagster_defs never
imported __main__, so no logging handler was ever configured for this
code path - every hdx-python-api/hdx-python-utilities log message
(download URLs, dataset-creation messages, read-only status, etc.) was
silently dropped rather than appearing in the run's logs. Only the one
explicit context.log.warning() call in assets.py was ever visible.
