chore: improve ClickHouse read-pool telemetry to support the slow-checkout investigation. (#3896)

* enrich ClickHouse read pool telemetry with idle/connection timings, per-query error counts, and failover tracking

* propagate ClickHouse read pool start failures so they become QueryErrors and trigger failover

* assert ClickHouse read pool metric definitions, units, and bucket lists

* version bump to v1.50.8
