chore(ci): migrate E2E runner from Oracle VM to CNCF ARC (#199)

The Oracle self-hosted runner (oracle-vm-16cpu-64gb-x86-64) has a fixed
pool that queues for long periods, blocking PR merges. The CNCF ARC
runner (cncf-ubuntu-16-64-x86) auto-scales on demand and is already
used by kubeflow/trainer for its CPU E2E tests (same 16 CPU / 64 GB
spec). Both repos share the kubeflow org, so the runner label is
available here.
