ci: strengthen performance gate evidence (#334)

* Strengthen performance gate evidence

Make Linux benchmark comparisons enforceable on pull requests and master pushes, retain reproducible raw evidence, and prevent target inventory drift. Extend rate quote-risk coverage with production-sized analytic and bumped cases plus sweep and tape observability.

* Fix performance observation safety

Use an atomic high-water observer with scoped registration so concurrent sweeps and exceptional exits cannot strand a stack pointer. Keep benchmark metadata subprocess entry points static for security analysis and cover the observer under ThreadSanitizer.
