* Complete quote-risk acceptance and performance gates

Preserve independent per-bucket recalibration evidence across every supported domain, mode, width, and XCCY PV currency. Gate steady-state aggregation performance and document the final C++, Python, Excel, methodology, and example contracts.

* Fix quote-risk observation ownership

Keep calibration instrumentation in the DAL library so tests and benchmarks observe the same counter across shared-library boundaries. Tie the quote-risk example curve handle to its calibration result to prevent dangling ownership after refactoring.
