feat(qr-code): add toBlob() and toImage() export methods (#2367)

- toBlob() serializes the rendered code to an image/svg+xml blob with
  theme colors resolved to fill attributes and a remote logo inlined as
  a data URI. A logo that cannot be fetched is dropped with its mask.
- toImage(options) exports a File in svg, png, jpeg or webp format.
  `scale` multiplies the component size, `download` opens the browser
  download dialog.
- Export QrCodeExportFormat and QrCodeExportOptions from the entry point.
- Add spec coverage, an Export story and a changelog entry.
