feat(calendar, date-picker, date-range-picker): derive week start and header order from locale (#2366)

* feat(calendar, date-picker, date-range-picker): derive week start and header order from locale

- `weekStart` defaults to the first day of the week of the current `locale`
  (`Intl.Locale.prototype.getWeekInfo()`); an explicit value still wins and
  `undefined` returns to the locale value.
- The header date is formatted in one `Intl.DateTimeFormat` call and the
  month/year navigation buttons follow the field order of the locale
  (`7月15日(火)`, `2025年` then `7月` for `ja`). The years grid stays bare numbers.
