fix(runtime): allow Deno.copyFile in user workers (#731)

* fix(runtime): allow Deno.copyFile in user workers

copyFile/copyFileSync were missing from the user-worker API allowlist
in bootstrap.js, so the API added in #724 threw PermissionDenied.

* test(fs): surface errors from all fs integration fixtures

Extend the copy fixture's error handling to the remaining fixtures so
any integration test failure shows the actual error in the response
body instead of an opaque "Internal Server Error".
