Sheet reupload through sand

PUT /input-collections/{upload_id}/sheet stores a user-edited xlsx under
the fixed sheet name, deletes the previous parse output, reparses, and
relinks derived_entries. Identical bytes skip the rewrite but still
verify the derived state (a failed previous parse falls through to a
full reparse). The extraction file is never touched, so a later
re-extract sees the hash mismatch and demands force.

The shared regenerate tail moves into _reparse_sheet, used by extract
and reupload; DerivedSheet.extraction becomes optional (None for a
user-uploaded sheet). GUI gains an Upload edited sheet button.
