Allow releasing the version already in pyproject

uv version <same> is a no-op, so git commit -am found nothing to commit
and aborted the release. Skip the commit when the tree is unchanged and
tag what is already there — the case for shipping 0.4.0, which is in
pyproject but never reached PyPI.
