Automate PyPI publishing end to end

publish.yml needed a hand-created GitHub release to fire, so shipping
was a UI ritual. It now triggers on a v* tag and runs lint, tests, and
a clean-venv wheel smoke before uploading — PyPI versions are
immutable, so a broken wheel must never get that far — then cuts the
GitHub release itself. A tag/pyproject version guard refuses to publish
v0.4.1 from a tree that says 0.4.0.

make release VERSION=x.y.z bumps, verifies, tags and pushes, so cutting
a release is one command. Auth stays Trusted Publishing (OIDC): no
token stored anywhere.
