[committerpb] Consolidate sidecar RPCs into SidecarService

Replace BlockQueryService and Notifier with a single SidecarService that also
carries DeleteDBCloneForSnapshot, so new sidecar RPCs extend one service.
Fabric block delivery stays on the Fabric protos.Deliver service.

The three AIP-135 api-linter rules are disabled file-level, with the reason
documented in the proto: DeleteDBCloneForSnapshot is not a resource delete and
its key is the snapshot tx_id, not a resource name.

BREAKING CHANGE: committerpb.BlockQueryService and committerpb.Notifier are
removed. Clients switch to NewSidecarServiceClient; method names, request and
response messages are unchanged.
