feat(mlmrel): package the relay for the moq-interop-runner

Dockerfile.mlmrel builds mlmrel into a debian-slim image (the runner's health check needs sh and ss) that runs as uid 1000, and entrypoint-relay.sh maps the runner's MOQT_ROLE/PORT/CERT/KEY/MLOG_DIR contract to flags, with -pending-wait 1s so that subscribe-before-announce is actually forwarded. The runner bind-mounts the mlog directory and forces uid 1000, so on a host where that directory belongs to another user the qlog cannot be written there; the entrypoint then warns and sends it to stderr instead of letting a log destination stop the relay. .dockerignore keeps local qlogs, media output and the venv out of the build context.

docker-mlmrel.yml publishes ghcr.io/eyevinn/mlmrel the same way docker-mlmtest.yml publishes mlmtest.
