fix(mlmrel): register an announcement before acknowledging it

The publish-namespace handler sent REQUEST_OK and then registered the
namespace. A publisher that subscribes -- or tells a subscriber to --
the moment its PublishNamespace returns could race the handler
goroutine and get DOES_NOT_EXIST for a namespace the relay had just
acknowledged. TestFanoutSharedUpstream hit exactly that window on CI's
slower runners, and the interop announce-subscribe case has the same
shape.

Register first, answer second: a SUBSCRIBE that observed the OK now
always resolves. An Accept that fails (a broken request stream)
deregisters again.
