[#34] Add an OHS confirmed-count chart to the WTP dashboard

DWS answered section 3.3 of the threshold sheet with "number" against
WWTP, WTP and Pump Station, and "just provide number that is compliant
for each" instead of ticking any percentage band. 2.1 covered WWTP;
this is the WTP half.

The WTP form carries three OHS checks (has_ohs_policy,
staff_use_ohs_equipment, staff_comply_ohs_policy), all yes/no and all on
the Comprehensive monitoring form. Same shape as the WWTP chart after
2.1: partial scoring, a bare count axis, no denominator.

This does not duplicate the OHS Policy Flow Sankey above it. That widget
is sequential - a plant reaches the second stage only by passing the
first - so a plant with no policy whose staff nonetheless use equipment
never appears there. Here it scores 1. The two agree on current akvotest
data only because the three answers are perfectly correlated (4 plants
answer no to all three, 48 answer yes to all three); they would diverge
the moment that stops being true.

Pump Station is deliberately left alone. Its form has a single OHS
question with three options, already rendered as counts, and Lotte
confirmed "leave as is, no third state needed" earlier in #34. A
confirmed-count histogram over one binary would say nothing the
half-doughnut does not.
