Update RELEASING.md for the live PyPI/autotick-bot workflow

Section 4b described a process that no longer matches reality now
that PyPI publishing is live: conda-forge's autotick bot does pick
up new releases and open version-bump PRs on its own, no manual PR
needed to start one. What actually needs manual attention -- and
wasn't documented at all -- is that the bot only bumps
version/sha256/build.number; it doesn't sync dependency changes from
conda-recipe/recipe.yaml, which is exactly what broke the 1.0.3 ->
1.1.0 feedstock PR (missing meteo_si, ModuleNotFoundError at test
time). Documented the fix (diff + push to the bot's PR branch) and
the separate case of migration PRs needing a merge to pick up a
concurrent version bump, both based on what the pamtra-feedstock #1
and #2 PRs actually needed this release.

Also marked 4a as completed (the feedstock already exists) and added
a checklist item for the recipe-sync check.
