Add HLA-Cw16, assigned by the 2026 nomenclature report (#153) (#166)

My earlier comment on this issue read hla_dictionary.xlsx correctly -- every
C*16 row says WHO Assigned Type "-", Expert Assigned Type "Undefined", and its
WHO column stops at Cw10 -- and then drew the wrong conclusion from it, that
HLA-C serology might stop at Cw10 and that Cw12/14/15/17/18 were therefore also
in doubt.

The WHO file settles it. hla.alleles.org/wmda/ is a 404, but ANHIG/IMGTHLA
mirrors the same files, and wmda/hla_nom.txt (IPD-IMGT/HLA 3.65.0, 2026-07-14,
"author: WHO, Steven G. E. Marsh") reads

    Cw;16;20260128;;;   Cw;17;20260128;;;   Cw;18;20260128;;;

All six were assigned on 2026-01-28 by the 2026 HLA Nomenclature Report. The
shipped dictionary is a snapshot from before that date: it does not disagree
with them, it predates them. That is also why the generator cannot reproduce
five of the fifteen rows in #156.

Members come from the authority rather than from the shape of the neighbouring
rows: rel_ser_ser.txt reads "Cw;16;;1601/1602" and rel_dna_ser.txt maps
C*16:01 to 1601 and C*16:02 to 1602.

Two nearby absences are correct and now tested: hla_nom.txt records Cw11 as
assigned in 1987 and deleted in 1991 for "Sequence error", and has no Cw13 line
at all.

serotypes_generated.yaml regenerated so the two files still match.

0 of 36,752 corpus names change -- HLA-Cw16 appears in none of the bundled
corpora, which is why the hitlist scan found it and these did not.
