chore(changesets): everything is patch during prerelease

Flip the nine post-rc.4 changesets that claimed minor down to patch.
Bump types other than patch are wrong while we version as 2.0.0-rc.x;
changesets already consumed into published RCs (pre.json) are left as
recorded.
