Let just build run against a dirty working tree

The clean tree check came from just deploy, which published: uploading a
distribution built from uncommitted code would put something on PyPI that no
commit corresponds to, and there is no taking it back. just build does not
publish. It exists to show what CI would upload, which is most useful in the
middle of a change, and that is exactly when the check refused to run.

just release still requires a clean tree, since it commits and tags, and it
now prints what is in the way instead of only that something is. "Working tree
is dirty" left the reader to go find out which file, which is a question the
command had already answered for itself.
