Record the pyproject cleanup under Unreleased

The license change is the only part a user could notice, and only in the
PyPI metadata, but the file already records tooling changes of this kind:
the v3.0.0 entry lists the just deploy dependency and the ruff pinning
alongside the API changes.

Left the v3.0.0 wording about pinning the rule set as it stands. It is a
released entry describing what that release did, and that release did pin
ruff and pyright as development dependencies, even though the pyproject
comment making the same claim about the rule selection has now been
corrected.
