docs: add backlog item for the worktree guard whose reason #450 removed

#445 refuses a worktree run while the source checkout has an unfinished git
operation, justified by completion archiving the plan in that checkout. #450
moved the archive into the worktree, so that reason no longer holds; the guard
was left firing and its rationale rewritten. The item records that the new
rationale is post-hoc, and splits the narrowing question by whether the run
creates a branch or reuses one.
