Fix constants generation in Java (#664)

We added a new live-test case, ``constants`` to Java, since no common
meta-model yet exercises module-level constants for any language.
This let us reproduce a reported bug in the Java constants generation.

Running the live test revealed two bugs. First,
``_generate_constant_primitive`` emitted invalid syntax. Second,
integer constants such as ``public static final Long someInt = 42;`` still
failed, since Java does not implicitly widen ``int`` to ``long`` and
then box it to ``Long`` in a single assignment conversion.
