fix: fold the event response stub onto post-createEvent refusals (#3159)

The scripted-form 400, malformed-args 400 and maxArguments 400 exits
returned directly, dropping every Set-Cookie an integration wrote in
createEvent — silently, since the uncommitted stub's late-write
instrumentation never armed either. All post-createEvent exits now
route through commitEventResponse like the dispatch tail, so the rule
"once an event exists, its response head is folded exactly once" holds
without exception, and refusals arm the stub's loud late-write guard.
