Refuse to interpolate outside the calibrated range

np.interp() clamps anything outside its range to the nearest endpoint
rather than extrapolating, so a reading at 1 MHz measured against antenna
factors calibrated from 290 MHz upwards silently took the 290 MHz value.
For compliance work that yields a confidently wrong incident field with
no indication anything went wrong.

Route every interpolation through a helper that raises a ValueError
naming the calibrated span and the offending frequencies. Callers that
want the old behaviour can pass allow_extrapolation=True.

This is a breaking change and wants a 3.0.0 release.
