Only run live BOOM API tests once per CI run

The 4-way Python version matrix was hitting the live BOOM API
concurrently from tests/test_boom.py on every job, causing rate-limit
timeouts on roughly 1/4 of runs. Gate that test behind a
BOOM_LIVE_TESTS env var (skipped by default) and only set it on the
3.11 job, so the mocked unit test suite still runs on every Python
version but the live API is only hit once per workflow run.
