Default to hitting live BOOM locally; skip only on non-primary CI jobs

The previous opt-in flag (BOOM_LIVE_TESTS=1) meant a plain local test
run would silently skip the live BOOM API test, changing existing
local-dev behaviour. Flip it to an opt-out flag (BOOM_SKIP_LIVE_TESTS)
so the live test still runs by default everywhere, and only the 3
non-primary CI matrix jobs explicitly skip it to avoid rate-limiting
BOOM with concurrent requests.
