feat(compose): default a handset message to blue (#40)

The compose screen started at yellow, which is the API's default and the
right one there: a plugin raises an alert because something happened, and
yellow is audible.

A responder typing on a phone is usually passing on information. Starting
at the level that wakes nobody means the loud ones get chosen on purpose
rather than arrived at by leaving a control alone - which matters more
here than on the admin screen, because any responder can send and the
thing being defaulted is how hard somebody else's phone works at 3am.

Only the compose screen. AlertRequest still defaults to yellow for every
plugin that raises an alert, and this screen sends the level explicitly
on every send, so the two never meet.

Verified on an SM-S926B: Blue is preselected on a freshly opened compose
screen.
