feat: split-view refinements

- Added tabs.highlight_focused, defaulting to false, with live reload support.
- Fixed address suggestions to render and hit-test below the shared address bar.
- Added split-only Alt+Arrow spatial pane navigation with no wrapping.
- Preserved ordinary tab navigation and text-input shortcuts.
- Expanded horizontal and vertical docking bands to exactly one-third of the pane dimension.
