feat: split-view tabs

- Recursive 2–4 pane workspace layouts with retained ratios and focused pane.
- Edge docking previews, minimum pane sizing, draggable dividers, and nested quarters.
- Shared tab bar, navigation/search, toolbar, and sidebar driven by the focused pane.
- Pane-local content, selection, scrolling, status bars, previews, and context menus.
- Split tab count/label updates, Unsplit, whole-layout close, and focused-pane Ctrl+W.
- Existing tab ordering, new-tab behavior, background operations, and keyboard routing preserved.
- Neutral Explorer styling with quiet dividers and Windows-blue focus/docking indicators.
