* ci: Build every image for arm64 nightly, not only when releasing

Nothing on a PR compiles for a foreign architecture. docker-build.yml is
single-platform because the Anchore scan needs the image in the local
daemon, with one exception: the Rust gatekeeper's cross-compile job. So
the arm64 path for the other 26 images ran only when publishing -- a v*
tag or a push to pre-release -- which in 2026 meant roughly monthly and
twice respectively.

That put the first execution of a foreign-architecture build at release
time. #880 was that shape, a base-image change breaking hyperswarm on
glibc. #956 was another: the QEMU setup step was lost while rebuilding
the publish workflow from the single-platform one, and all 42 checks
passed with it missing, because nothing in CI emulates an arm64 RUN.

This adds a scheduled run of all 27 images for linux/amd64,linux/arm64
that pushes nothing. It proves they compile; publishing stays where it
is. workflow_dispatch is included so a Dockerfile or native-dependency
change can be checked on demand rather than waiting for the night.

Deliberately not a required check: it is far too slow to gate a merge on,
and a failure wants to notify rather than block.

The cache is scoped to multiplatform-<image> rather than sharing
docker-build.yml's per-image scope, so the two do not evict each other.

The image list is now carried in three workflows, which is exactly the
drift that #954 came from, so tests/ci/image-matrix.test.ts now requires
the third to match the other two.
