Split VoiceElnService into config + VoiceElnSession operations

The service now holds only configuration and opens a session per
request (async with voice.session(token) as session). All operations
move to VoiceElnSession with the authenticated client bound as
self._client, so nothing threads a client argument through method
signatures and internal helpers anymore. Endpoints keep their explicit
token extraction and try/except error handling; only the with-line and
call shapes change. Tests construct VoiceElnSession directly around
the mock client.
