utils: add latestVcpkgPortVersion

vcpkg.json is serialised verbatim from settings.vcpkg and no version
lookup existed for vcpkg ports, so the dependency constraints could only
be literals in .wiswa.jsonnet. Every regen therefore reset them to
whatever was last written there, silently undoing the bumps Dependabot
had already landed in the generated file.

Resolve a port's newest version from the vcpkg version database, whose
per-port files are ordered newest first, and append a non-zero port
version as #N so the result is usable directly as a version>= value.
