utils.postprocess: keep hand-written Snap packaging

`.github/workflows/snap.yml` is only written when `want_snap` is set and
the project is Python, but it was deleted from every project that left
`want_snap` off. For a C, C++, Lua, TypeScript, or Xcode project that
removed a file Wiswa never wrote, on every run, and it came back only if
someone noticed.

`snapcraft.yaml` is generated for any project type, but its `parts`
section is assembled from the Python part alone and comes out empty for
anything else, so outside Python it is not an artefact Wiswa can
usefully own either. Limit both deletions to Python projects, as was
done for the Flatpak workflow.
