Avoid constructing block place contexts for unused replaceability checks

TunnelItemHelpers#placeItems and #pickUpItems, TunnelFluidHelpers#placeFluids
and ItemStorageBlockWrapper#getItemStacks eagerly called
BlockState#canBeReplaced with a freshly constructed BlockPlaceContext (plus a
BlockHitResult and a Vec3), even when the surrounding condition could never
use the result. That is the case on every tick of a world block or fluid
exporter or importer with the default ignoreReplacable = false.

These checks are now only evaluated when they can still influence the result.
