fix: skip null biblio items in processCitationList (#1552)

Empty or NBSP-only citations in a mixed list become null BiblioItems
and the TEI/BibTeX serialize loop NPEd (HTTP 500, empty body).
processCitation already returns 204 for the same blank input.

Fixes #1551
