chore(size): ratchet four budgets for rc.5 signals drift

The #3108 truth-author authoritative-read fix (88fa9d64) and the
refresh() quiescence promise (51ffcb9a) land on always-retained
optimistic/settle-walk paths, so the signals-carrying scenarios drifted
9-69 B past their caps (isPending/latest +16 B, simple-app floor +13 B,
full-store hydration +69 B, patchDriver flip +9 B). The web/frames
scenario is untouched. Measured locally at HEAD; each bump keeps the
usual headroom and is annotated in the config.
