fix(signals): type refresh()'s waiter as the effect node it captures

The capture runs inside the effect's own compute, where the ambient
owner IS the effect — a Computed, which is exactly what dispose()
takes. Typing it Owner failed declaration emit (TS2345) and took
Solid CI, Size, and CodSpeed down with it. Type-only; no runtime
change.
