Compile the revision into docker images

The Dockerfile computed version in one RUN and referenced it from the
next, where the shell variable no longer exists, so every image was built
with an empty -X main.revision and logged a blank revision at startup. CI
compounded it by never passing GIT_BRANCH or GITHUB_SHA as build args.

Compute and use the version in a single RUN, and build the image once in
CI with the ref and SHA passed in, then tag and push that image for
master and tags rather than rebuilding it. A smoke test starts the built
image and fails the job if the revision is not in its startup log.
