fix: reject non-integer fileSize limits (#1395)

busboy only emits 'limit' when the byte count equals the limit exactly,
so a float limits.fileSize silently truncates the file instead of
rejecting it. Throw a TypeError at construction time unless the value is
an integer or Infinity.
