[feature] Added REST API endpoints for reviewing RADIUS batches #771

Added GET list and detail endpoints, filtering, pagination, and a DELETE
endpoint for RADIUS batch user creation operations.

Improved aspects of the admin for consistency (prevent delete batches
which are processing in the background and show clear error messages).

Closes #771
