fix: stop committing CHANGELOG.md, per updated release policy (#394)

## Summary
- Removed the committed `CHANGELOG.md` from the repo. The template's
`@peerigon/configs` semantic-release setup now aborts `verifyConditions`
if `CHANGELOG.md` is present in git (to avoid stale release artifacts
under branch protection), but this repo still had it checked in from
earlier releases, so every release run has been failing (see [run
33219838236](https://github.com/peerigon/clockodo/actions/runs/33219838236/job/99011369443)).
- `package.json`'s `files` and `jsr.json`'s `publish.include` still
reference `CHANGELOG.md`, matching the template repo, since npm/JSR
silently skip missing files.
