ci: build the compiler binding in main CI

The workspace now resolves @solidjs/compiler locally (f4ee63c5), so the
element/web suites load the local binding — but the root build script
deliberately skips the Rust build, leaving main CI with no binary at
all. Build it explicitly with rust-cache; this is also what makes those
suites test the compiler under review instead of a published release.
